Employees of Illinois State University transferring without a break in service from Faculty and Administrative/Professional status to Civil Service status, or the reverse, shall become eligible for benefits of their new status in accordance with their years of service at Illinois State University, and without loss of accumulated sick leave days and/or continuous vacation days. An employee who transfers from a continuous benefit-accruing position to a non-benefit-accruing position or a position that receives non-continuous time shall have all continuous vacation and accumulative sick time placed in escrow (unable to be used) until the employee returns to a continuous benefit-accruing position or terminates service with the University. Human Resources may approve the usage of continuous vacation or accumulative sick time in escrow for approved leaves of absence by an employee in a non-benefit-accruing position or a position that receives non-continuous vacation and sick once all other leave time has been exhausted. Pay in lieu of vacation will not be allowed except upon termination of service with the University per Policy 3.1.27 Pay Out Procedures.
Illinois State will not accept vacation balances from new employees who have vacation balances at other State of Illinois agencies or Illinois public universities.
Employees at other State of Illinois agencies or Illinois public universities who enter employment with Illinois State University without a break in service of more than 120 calendar days shall be credited with that amount of accumulative sick leave accrued but not used as of the employee's last day of service with such Illinois public university or other State of Illinois agency subject to the following:
Sick leave transferred from any Illinois public university and/or other State of Illinois agency may be included in the amount that can be accumulated.
Illinois State will accept all pre-1984 and post-1997 non-payable accumulative sick leave balances from other Illinois public university and/or other State of Illinois agencies if the break in service between the prior institution/agency and joining Illinois State University does not exceed 120 calendar days. The amount transferred will be posted to the employee's accumulative sick leave balance for future use.
Illinois State University will not accept compensable sick leave from other Illinois public universities or State of Illinois agencies. For sick leave earned during the post-1984 and pre-1998 period, the employee should elect to receive payment equal to one-half of the balance at the time of separation from their prior agency or university. The remaining balance may be transferred to Illinois State University and placed in the employee’s non-compensable accumulative sick leave balance for future use provided the employee’s break in service between the prior institution/agency and joining Illinois State University does not exceed 120 calendar days.
