3.2.14 Assignment of Person Holding Faculty Rank to Administrative Non-departmental Positions

The policy is designed to address situations wherein a faculty member is assigned to an administrative position outside of their department/school in which they hold rank (“department of rank”), other than those positions covered by Policies 3.2.16 and 3.3.6. 

Part-time Assignments

  1. Part-time assignments outside the department of rank are for one year or shorter periods of time and must be jointly agreeable to the individual, the Chair/Director of the department of rank, and the administrator of the non-departmental unit of assignment. At the end of the part-time assignment period, the appointment reverts to a full-time assignment in the department of rank.
  2. Part-time assignments outside the department of rank may involve a negotiated base salary in the non-departmental unit that differs from the base salary in the department of rank.
  3. Each unit evaluates and assigns salary increases in accord with applicable policies and procedures. This may result in differing base salaries in various units of assignment.
  4. Upon the return of a faculty member to a full-time assignment in the department of rank, the total salary will be adjusted according to the departmental base. Upon continuing assignment at different participation levels, the total salary will be adjusted according to the base salary in the different units and the extent of the assignment.
  5. Temporary (up to one year) acting or interim administrative assignments may include a negotiated salary increment. Such increments are added to the salary only for the duration of the temporary assignment.

Full-time Assignments

  1. Full-time assignment outside the department of rank must be jointly agreeable to the individual, the department of rank, and the administrator of the unit of assignment. The department of rank may not recall a person to the department of rank from a full-time non-departmental assignment. The individual or the administrator of the unit of assignment may terminate the non-departmental assignment, in which case the individual, at the earliest reasonable time, will return to full-time duties in the department of rank.
  2. Full-time assignments outside the department of rank involve negotiated salaries based on the nature of the assignment. Upon the return of a faculty member to a full-time assignment in the department of rank, the salary may be set by the President or Provost. If not, the salary will be adjusted to a rate established by the procedures used to establish salary rates for new faculty appointees of comparable experience and qualifications. Normally, such rate shall not exceed that of the highest paid individual of the same rank in the same department and shall not be less than the average of the full-time rates of others of the same rank in the same department.
  3. Upon the return of a faculty member to the full-time assignment in the department of rank from the full time non-departmental assignment, the Provost or President may grant the faculty member a paid leave for up to one semester for the purpose of re-establishing currency in the academic discipline.
  4. Temporary, acting, or interim administrative assignments may include a negotiated salary increment. Such increments are added to the salary only for the duration of the temporary, acting, or interim assignment. 

Other Considerations

  1. Faculty rank will not be awarded outside the department of rank without approval of the department and college of rank.
  2. Regardless of assignment outside of the department of rank, in all cases, promotion, reappointment, and tenure decisions are made in accord with the ASPT policies.
  3. In the event of non-reappointment to faculty rank of an individual who is assigned to a non-departmental position, the administrator of the unit of assignment may, with appropriate approvals, offer the individual an appointment in a nonfaculty status if such status is appropriate for the position in question.
  4. An individual holding academic rank at the time of assumption of administrative or non-instructional duties may retain such rank and eligibility for promotion and/or tenure. Tenure, if previously granted such administrators, shall be retained.
